My re-written versions read as follows:

History is the product of calculated chaos engineered by surreptitious conspiracy.

Ancient Empires thrived because well-paid armies maintained the status quo by ensuring that “Quo Vadis” never had to be asked of anyone, they created a society whereby the masses were prevented from forming social and political hierarchies, and the channels of economic ascension were accessible only to those in power.

Has history come full circle?
