Are Canadian citizens being overwhelmed by the opinions of immigrants who fail to commit to Canada? Is Canada the victim of a social-engineering strategy that has gone awry?
Figure 1 of the attached LINK indicates that a significant percentage of immigrants who come to Canada from parts of Asia, Africa and the USA are not willing to commit to Canada. I don't believe it has anything to do with a citizenship fee.

Overall naturalization. As one would expect, the rate of naturalization, whether of people acquiring Canadian citizenship only or of people taking dual citizenship, is higher among European groups that are long established in Canada, and lower among more recently arrived immigrants.

While these individuals may not directly impact our election results, they do influence policy and public opinion, and that would certainly alter political outcomes.
In my view, the pre-dominant issue may be that certain countries of origin do not permit dual-citizenship. China and India, to my knowledge, both do not permit dual-citizenship.
Certain individuals who choose to make Canada a destination, or residence, and not a home, may prove Don Cherry correct. Loyalty is a difficult attribute to judge.
I for one hold a European Union and Canadian passport, but my allegiance is to Canada - the country I cherish and champion.

Because so many non-citizens impact Canada's way of life I strongly believe that public referendums (voted on by citizens) should be a more common avenue for this faltering democracy. The silent majority can no longer stay silent.
